主講人簡介：上海財經大學公共經濟與管理學院教授，博士生導師。目前兼任上海市經濟學會理事，浙江省民營經濟研究會高級顧問。研究領域包括🙍🏿👩🏽‍✈️：財政政策與企業行為😂𓀎、政府與企業間關系🕎、治理與經濟發展⚫️。已經在World Development👨🏽‍🍳、Emerging  Markets  Review、Journal of Happiness Studies、 China Economic Review、《經濟研究》🚵🏽、《管理世界》🥵🗝、《經濟學季刊》等中英文期刊發表論文數十篇📅，擔任China Economic Review、Journal of Business Ethics🏌🏿‍♂️、Entrepreneurship Theory and Practice、經濟研究、經濟學季刊🧜🏻、社會學研究👩‍❤️‍👨、中國工業經濟等中英文刊物匿名審稿專家，主持了國家自然科學基金面上項目🚫🤞、國家社科重大項目子課題等課題十余項。

報告摘要➕：Empirical evidence has documented that decentralization produces mixed performance. Understanding what prevents decentralization from being efficient is important from the perspectives of both economic theory and public policy. A lack of administrative monitoring is probably a major reason why decentralization fails. In this paper, we use a unique dataset from audit programs in China to investigate the effects of administrative monitoring. We find that an additional 1-kilometerdistance between a prefecture and its subordinate county is associated with a 4.3% increase in misuse of funds. We argue that county leaders’ promotion incentives and transfer payments contribute to this result.
